Dr. Khimlal Devkota is an academic and legal professional with a PhD in Anthropology focused on political leadership from Tribhuvan University, a Bachelor’s degree in Law, and two Master’s degrees in Political Science and Sociology/Anthropology. He practiced law at Nepal's Supreme Court from 1990 to 2005 and later joined the Interim Constitution Drafting Committee and the Interim Legislature-Parliament in 2006, where he contributed to complex negotiations on issues such as army integration and the dissolution of the monarchy.

In 2008, he served in the Constituent Assembly and, in 2009, on the Constitutional Committee, contributing to constitutional drafting and negotiations as a Taskforce member of the High-Level Political Mechanism. He chaired the National Intellectuals Organization of Nepal until 2015, promoting discourse on constitutionalism and governance.

Currently serving on the Board of Directors of the National Legislative Academy, he also delivers guest lectures and contributes to journals, magazines, online platforms, and national dailies. With over two decades of engagement in Nepal's human rights movement, he has published extensively on constitutional, administrative, and human rights law.

He is a Senior Advocate at the Supreme Court and a Legal Adviser at Swabhiman Law Firm, advising federal, provincial, and local assemblies, parliamentary committees, and institutions on federalism, governance, and policy. His primary interests lie in constitutional, legal, and policy analysis.
